[Bug 898] Do we correctly specify x86_64

The difference appears to be in the support of the 3DNow! technology, as far as
I can see from the gcc source. So the other way of specifying this is to
prohibit use of 3DNow! instructions. Or to put them into the category of
"Applications conforming to this specification should attempt to execute in a
diminished capacity if a required instruction set feature is not present."
