In 3.0, we added a (small) handful of interfaces associated with TLS (all
associated with locale handling).

The rest of this should go through the futures process ... 

The good news is that everyone who is likely to certify to 3.0 in the short term
has TLS support (or at least I think so), so we could probably get away with
adding it as a 3.x target.
