Here's the answer on what is the correct ABI document to use:

The "System V Application Binary Interface PowerPC Processor Supplement" is 
the 32-bit ABI and does not apply to PPC64. It is more correctly the PowerPC32 
Processor Supplement. It is the ABI for PowerPC 32-bit processor 
implementations and for 32-bit mode processes running on 64-bit processors. 
There will be an update coming soon to this ABI to add -secure-plt and -z 
relro support.

The "64-bit PowerPC ELF Application Binary Interface Supplement 1.7" is the 64-
bit ABI is the correct reference for LSB's PPC64 ABI spec. It is the ABI for 
64-bit mode processes running on 64-bit PowerPC processors.
