[Bug 1018] both __stpcpy and stpcpy are specified

There's precendent for having both, so lack lacking specific knowledge that it's
okay we should not deprecate/remove.  However, the manpage should be made to
match the other __ routines which are "underlying functions" - remove excess
description and return values, and just leave the comment it's just like stpcpy
and that it's not in the source standard.
