[Bug 1035] New: add xrefs for Additional Special Sections

This bug was split from bug 370.  Here's the relevant comments, condensed:

Let's add some cross referencing between the Elf Special Sections chapter and
the chapters spelling out some of the details. For now, .eh_frame, .gnu.version*
and .note.ABI-tag have their own chapters. Example:

.eh_frame     This section contains information necessary for frame unwinding
during exception handling. See 11.6 "Exception Frames" for more details.

However, the special sections chapter is generated from the database which would
mean the xrefs have to be stored in the text in the DB entries.  Not done for
3.0 but should be looked at afterwards.
