For most interfaces, the "source standard" is elsewhere, and where the interface
specification includes a header file (#include <foo>), there is normally a
source-level description of that header.  The LSB Data Definitions supplement
these headers with information needed to make a complete binary standard.  What
happens in the case where there is no source standard definition of the header,
either because the source standard *is* the LSB, or because the source standard
is not as complete as POSIX and may be missing these.  Do we have enough
information in this case to have a complete specification?
