NOTE that the proposed wording is a change on conformance requirements:

It used (at 3.0) to be only applications that were forbidden to put things into
these directories without properly managing the namespace (i.e. registering a
name with LANANA if necessary). This change makes it a requirement on both
conforming applications and conforming implementations that anything either puts
in these directories must be properly managed.

Since almost everything known is already registered in LANANA, this should not
be a major burden on distros ....
