Adding (at least temporarily) to 3.1 list for a look: if not now, it will have
to wait over a year for addition.  Is this really needed? We had another request
for it recently.  The value on most architectures is 0x5414 (one more than
TIOCGWINSZ).  On PPC,of course, it's something wildly different, so like
TIOCGWINSZ, if added, it would be arch-specific.
