LSB 3.1 Status Update

So far, we hadn't had a concrete plan for when to do an LSB 3.1
release, release, only that one was needed, and really
tentatively, that January might make sense. Meanwhile, we
figured we'd do an LSB 3.0.1 to make as the ISO specification.

The thinking has evolved a little bit.  We need to submit the
document with the ISO edits no later than Oct 31 (mid October
was kind of an informal target), and that might mean publication
in December, maybe January (makes a difference in whether the
final spec is .2005 or .2006!).  Given this, it just doesn't
seem to make sense to issue a 3.1 release which comes out at
almost the same this as the ISO spec.

So what we're looking at now is to issue the 3.1 spec right
away, but do it in phases, with lsb-core first - this would be
the ISO standard, and then frozen until the rest of 3.1 catches
up (actually frozen, except for errata documents, until 4.0
comes out, but that's a separate story).  There's some

The immediate impact of this is that lsb-core 3.1 would need to
go into public review at the end of this week by this plan. That
means we could really use help on the remaining issues, even if
it's just reviewing what's going on.  I restructured the rollup
bugs a bit, 866 is now the blocker for the 3.1 lsb-core release.
