install_initd test scripts written

Folks,

I have completed the test scripts for the install_initd and
remove_initd.

The scripts match the ASSERTs whish I updated after comments.
The ASSERTs and scripts are under the lsb-runtime-tests/wip/initd
directory.

There are some open questions, especially around behavior where a
dependency
In packages exists.  

It would be great if these scripts could be run on a bunch of different
distros and architectures and the results examined (by me) to see if we
have everything correct.
