[Bug 1006] New: cmdchk check required paths

This is part of bug 753, split off. 

Update database (Commands.init) to include full paths only where one is
required; modify cmdchk to check the full path if one is required, else look in
the path.

FHS requires these:
/bin/cat /bin/chgrp /bin/chmod /bin/chown /bin/cp /bin/date /bin/dd /bin/df
/bin/dmesg /bin/echo /bin/false /bin/hostname /bin/kill /bin/ln /bin/ls
/bin/mkdir /bin/mknod /bin/more /bin/mount /bin/mv /bin/ps /bin/pwd /bin/rm
/bin/rmdir /bin/sed /bin/sh /bin/stty /bin/su /bin/sync /bin/true /bin/umount
/bin/uname /bin/ed /bin/tar /bin/cpio /bin/gzip /bin/gunzip /bin/zcat
/sbin/shutdown /usr/sbin/sendmail

We also have a new sysadmin requirement (from bug 753), which adds:
/sbin/fuser /sbin/pidof
/usr/sbin/groupadd /usr/sbin/groupdel /usr/sbin/groupmod /usr/sbin/useradd
/usr/sbin/userdel /usr/sbin/usermod
