initd test possible patch

Here's a thought... a diff against general.sh 1.23.

The idea is, instead of giving up (UNTESTED) when we
don't seem to be a SYSV-style implementation, is to
move that logic to the four helper routines that
actually make assumptions about the sysv-style layout.

This way, the tests can do their regular install/remove
actions, and only the file check parts won't be run
if we don't have an implementation where we understand
how to do that.
