lsb-runtime-test and lsb-test-vsw4 releases

Since the test team authorized these two for
certification use, we need to consider them
released.  That means someone needs to tag
the cvs tree for these two so that we can
later reproduce exactly what went into the
releases - before anything else gets changed.
We should consider tests/lsb-runtime-test and
tests/lsb-vsw4 frozen until then.

Any volunteers?
