[Bug 1042] New: tjreport network waiver lookup should include journal type

The tjreport journal processor does a network lookup of a waivers file. At the
moment this uses the version number only.It also needs to vary the filename
based on the journal type, for example lsb-runtime-3.0.0-4 rather than 3.0.0-4.

This will require a rebuild of the tet package once this change is made.

(note this also requires cooperation with the site where the waiver files are kept)
