Authorized test suites for lsb runtime for 3.0

All

Please note that we have four of the five test suites authorized
for use with LSB 3.0 certification for Runtime Environments.

I would like us to move lsblibchk to approved status ASAP.
Although we know there are some problems remaining they are 
limited in their scope and can be handled through the
problem reporting and interpretations system.
