Even if these tags add no value, it should be permissible for them to be present
in a package. The installer must ignore them. But it need not be an error for
the packager to add them. I would be happy to see the spec permit a package to
include these tags, but place no requirement on the installer to check them or
do anything with them!

I agree with this philosophy. However, I could be persuaded that a default
locale of C should be assumed if this tag is absent.
