mangled table in troff man page in lsb-groff-1.19.1

Hello,

I have observed that the man page for the troff utility in package 
lsb-groff-1.19.1 contains an error that produces a mangled table when the man 
page is processed by groff, e.g. when running the test suite for lsb-groff.

It can be easily reproduced by

/opt/lsb/appbat/bin/groff -mandoc -Tlatin1 man1/troff.1 | more

Look at the list of warnings, the table should be at its start.

I am almost sure this is an error in the troff man page document, not in the 
groff program, probably just a typo or something.
