I'll take this as it affects the core spec. Basic proposal is to follow comment #2.

Add a column to the DB table "RpmTag" to indicate if the tag is mandatory or
optional. Add code to flag optional tags in the text.

Once this is done, I'll pass it back to lsb-test to implement the changes to
pkgcheck
