[Bug 1109] New: pkgchk needs way to allow dependency on ISV provided pkgs

The lsbpkgchk test reports an unexpected dependency for the lsb-expect rpm
package from the appbat since it depends on the lsb-tcl package. Assuming this
were an ISV, this would be okay if both rpm packages were shipped together. To
allow this lsbpkgchk needs some kind of command line option to indicate other
ISV provided packages that the current package depends on.
