Even if it's the super-user restarting things I can see it getting started 
up and shut down on a regular basis (more often than booting). So other 
questions,

* Is it unreasonable to expect the developer to restart the buildenv in 
order to change the type they are targetting? (I think no, but am not sure)

* Will a developer in the buildenv have a need to change the type they are 
targeting without wanting to restart the buildenv, like within a single 
build? (I think maybe, imagine a build that produces both lsb-core and 
lsb-desktop binaries.)

I think build-time would be better than env start time, but how would it be 
implemented?
