[Bug 1158] New: libchk and other checkers don't build

a number of the checkers don't build after a partial integration of desktop 
support on 13 Jan.  There seem to be references to generated data which has not 
been generated and checked in.  A manual effort to regenerate cmdchk.h led to 
an empty core command table; in addition the script is using a "hack" that is 
not needed since there is a ModCmd table in the database to consult. In devchk, 
the makefile is missing (!?).  As this has blocked the checkers from building, 
and this is impacting the issuance of release candidate checkers, these changes 
either need to be completed and verified, or backed out.
