frequency scaling revisited

Hi,

I'm not sure about others, but Mdk does not automatically set up
frequency scaling on my AMD 64 laptop.  It would be really useful if it
did, especially considering I'm probably doing it the legacy way which
needs to be replaced by something better (kernel recompile, cpufreqd,
powernowd).  Why doesn't it just work?  What do we need to do to get it
to work?  Is a kernel recompile absolutely necessary?
