Anything preventing you from adding a new set of avatars to
desktop-common-data and make a subpackage for it in same fashion as with
the existing ones?

Just add it to the desktop-common-data git repo (you should have write
access to it), bump version, generate a tarball etc..

What is it that you don't get?
