Changes to rpmstrate (or localedrake?) for zh_TW

Hello,
I have a request for changes to rpmstrate or localedrake(?). Currently if users select to install a Traditional 
Chinese (zh_TW) environment, some packages of zh_CN translations will also be selected and installed 
automatically, namely openoffice.org2-l10n-zh_CN, mozilla-firefox-zh_CN, and kde-i18n-zh_CN. I wonder if 
these package requirements can be removed for zh_TW in rpmstrate. Also, I think scim-pinyin is not 
necessary required for zh_TW, (isn't it a zh_CN input method?)but I don't known if it's in rpmstrate or 
localedrake...

I'm not sure where to find and change these settings, if anything I'm wrong please do correct me.
