Well, that's exactly the point I tried to make: maybe not new network monitor 
but in any case Mandriva Seed *is* "Mandriva's own tool" and so far I can see 
it does exist only in git without public information (public at least for 
translators). I have been even asked why Mandriva Seed is not translated in 
Estonian and only could answer it is not possible yet... Seeing some 
translations in git was very unpleasant surprise as there was no information 
about it, at least not to my knowledge.
Also, I've not been able to detect new network monitor in SVN.
