Ok, it's not desktop related but login manager. This is getting really weird...
GDM 2.30: Cannot use scim in urxvt, OO.o.
GDM 2.20: Everything works if you don't touch language at login screen.
KDM: Cannot use scim in urxvt, OO.o if disabled autologin or re-login.
