Yes. I may add that you can download po files from the web interface but
also with the transifex command line tool

Yes there will be some validation interface (see file attached). This
interface will be improved in the future

https://github.com/eonpatapon/transifex-submissions

It needs some polishing and testing, but it works. So if we agree on
this workflow it can be setup soon
