Thanks for the pointer.  I ran kaffeine4 under GNOME and noted that it
already knew about the tuner card.  Selected Blackhill transmitter as
a terrestrial source and tried a scan filtered by free-to-air and TV.  That
took a minute or two with the green "tuned" light flashing several
times as the channel search progressed.  When it finished nothing had
been posted to the scan results window and the terminal repeated the
message:

QPainter::end: Painter ended with 2 saved states

a couple of times.  Before the channel search the GUI said:

"Scan file last updated on 2009-03-28"

and that did not change.  Had a look at it and realized that it was
just a table of frequencies and unlikely to change.  Could not find
any files related to scan results.
Time for the Help section.  No luck there either - kde help reported
no such file as kaffeine4/index.html.

So it looks like the tuner is working fine but none of the interfaces
do.
What am I missing?
