gstreamer dvb protocol plugin

Still trying to view TV on 2009.1.  Totem now has the required channel 
list but there appears to be a missing plugin.  
gstreamer-0.10-plugins-bad is installed and this includes libgstdvb.so.  
The error message states that a dvb protocol plugin is required for 
gstreamer.  Is that something separate?  If so what package might 
contain it?
