Dave, just for the heck of it run as root:

[root@localhost ~]# service spamassassin stop
Shutting down spamd:                                            [  OK  ]
[root@localhost ~]# service spamassassin start
Starting spamd:                                                 [  OK  ]
[root@localhost ~]# 

and see if that fixes your problem.
