Photo-printing problems

HP Deskjet 6520, hpijs driver

For many years it has been possible to position photo images on an A4
sheet using CUPS and the lpr command line options but now I find that
everything comes out in landscape mode and the image is always printed
at the extreme left of the sheet so that only the right-hand part
appears.  Scaling works and I assume other options would also.  This
is a typical command:

lpr -Php6520 -o portrait -o position=center -o scaling=50 whatever.jpg

Portrait is ignored and so is the position option.

Other applications, like gqview or gwenview, which use similar
commands under the hood, also suffer from these problems.  Firefox will
output an annotated image centred on an A4 sheet but without any
scaling option.  Under the GIMP, centring is possible and on-the-fly
image rotation but scaling does not work very well (it tends to
produce artefacts such as banding).

Has anybody else here had trouble with PPD files or the hpijs driver?
I am stumped.  Photo printing used to be so simple.

I have a Turboprint licence but could not find the HP Deskjet 6500
series in the list. My 6520 predates the licence.
