I'm almost sure i've changed something in udev rules in past, but
I believe the right way is to give users that have to manage ttyS0 the
right rights.
Check the group that the device belongs to and add it to those users,
that should help.
For instance in my case:
[angelo@gandalf ~]$ ll /dev/ttyS0
crw-rw---- 1 root dialout 4, 64 2011-04-17 15:08 /dev/ttyS0
[angelo@gandalf ~]$ groups 
angelo [...] dialout [...]
