I don't think changing Open Office to read pub format is realistic.

Even different versions of the MS product are incompatible (both forwards and backwards). 
When I last investigated the problem I found that this is a trait of all dtp formats, 
including our own Scribus.  Apparently the formatting is built into the file structure in 
some way, so any change in the way the product works causes a change in file format.  It 
appears that this is now the only real difference between word processing and dtp.
