First of all, that's an old version of Skype that you are using.

This is a link to the latest version of Skype for Linux that works fine 
under Mandriva 2010. Note that this is an MIB provided rpm.

Install the appropriate version for your CPU architecture.

See if that fixes your issues.

Is the microphone working in other apps, is PulseAudio working?

You should have selected Pulse in Skype as the audio in and out device.
