Yes, the non-free repository is the same for Cooker, 2008.0 and 2007.1. In this
case, a different policy wouldn't help as the flash-player-plugin doesn't
contain the flash binary, it is downloaded from the net and the old version
isn't available anymore on the Adobe server at that URL.
