I'm about to split scim-python to a plf version, but I don't think it
is acceptable for plf non-free section.

scim-python provides a Chinese pinyin IME, which is LGPLed. But the
data files it used (from 3rd-party lab) are not licensed under any
Free Software licenses. Instead, the data files are licensed under its
own license, which denies the user from redistributing it without
permission.

Is scim-python Ok for non-free section?
