It is true that nowadays we have lots of packages in PLF that aren't
maintained anymore due to a lack of manpower (both on packaging and
administration side), and may thus be old versions or no longer working.

However, I'm not aware of any packages that could "seriously hurt
Mandriva 2011.0" in any way.

Also, we are not involved with MIB or Mandriva regarding this possible
new repository, and we'll continue providing the PLF repository for 2011
and cooker.
