I'm not a lawyer, but the text below, extracted from the above url,
tells me it has a dual license (where GPL is one of them):

"Mandriva's copyrighted code is distributed under two different licences:
the General Public Licence (GPL) and the MandrivaSecurity MNF Commercial
license."
