It does. I can't pinpoint exactly what might go wrong, but it does
matter. Just as an example, we were initially using cooker to build the
naat packages. The build worked and the packages installed (no weird
dependencies). But failed later on in misterious ways. So you may get
misterious problems if you run it in 10.2.
