I found the answer to that on the MandrakeClub forums, it has to do with
the key-ids line in /etc/urpmi/urpmi.cfg which specifies which keys are
valid.

I have the following for 10.1 main:

   10.1-main http://whatever/Mandrakelinux/devel/10.1/i586/media/main
   {
     hdlist: hdlist.10.1-main.cz
     key-ids: 22458a98,26752624
     synthesis
     with_hdlist: synthesis.hdlist.cz
   }
