note, i am not very fond of your mdadm.conf format, if possible switch
to the format you see in the initrd (i.e. "DEVICE partitions", instead
of the many "DEVICE" entries, and use UUID to identify arrays instead of
"devices").

This looks like a known issue with mdadm and udev
try addind "auto=yes" to each ARRAY line in mdadm.conf

i am quite surprised it works with -18mdk, it should have shown the same
