FidoNet started in 1984. It filled a gap especially during the time that
the internet wasn't publicly available or just too expensive. InterNet is 
older. The first time TCP/IP got integrated to a kernel was in 1982 (?)

I don't particularly recall this, even though I've been on FidoNet for
more than 5 years. It must be dependent on which mailing-lists (aka
"echomail" or "conferences") you were on: many of them had their own
pretty elaborate lists of rules.
