Strange as mindi is there:
ftp://ftp.project-builder.org/test/debian/9/

 libprojectbuilder-perl is under ftp://ftp.project-builder.org/debian/9/ (for stable version and as this is a separate project it has it's own delivery rythm different from MondoRescue).
 So you also need to take the ftp://ftp.project-builder.org/debian/9/pb.sources.list file to have correct repo setup for test versions.

And you also need to use the sigs (which may be different due to time of generation) referred to by the previous repo.
