Yes, you can as the 2 distros are really similar. Normally the recommendation is to add EPEL for RHEL8, and CentOSPlus (Hope it's still that name) for CentOS, but anyway, you'll be missing afio in any case (while you should get the rest).
So at least take afio from RHEL8 for now. I'll make a proper CentOS8 build one later.

I'm right now working on various build issues for 3.3.0 on a large set of distros.
