Indeed it does, I'll take a look in switching this. Ubuntu has
xdebconfigurator (from Skolelinux fame), but I'm not sure if it's used
any more.

With alsaconf detecting soundcards only the detection of networkcards
would still be required in hwsetup. Might be an opportunity to dump some
legacy code.
