I've put the userspace and kernel (2.4) files into CVS.
I've changed a few things. Perhaps you can have a look at the code, comments 
are welcome. If you don't have any comments on the changes, I'll send the 
kernel module to DaveM for inclusion into 2.6 later.

module name: arpreply
chains: only PREROUTING, BROUTING isn't really appropriate and I don't see any 
use for LOCAL_OUT.
kernel dev: always 'in', which is the bridge port
userspace: print arpreply-target
