ebt_filter_ip and sk_buff question

Hello everyone,

I was reviewing the ebt_ip.c kernel module code and I have a
question regarding the sk_buff structure that is passed in as a parameter.
Is this skb actually pointing at an ethernet frame at this point or an IP
packet?

Also I know that iptables has the ability to queue IP packets up and send
them to userspace via netlink.  Is there any thought on doing this with
ebtables, except queuing up ethernet frames instead?
