Is ARP filtering possible in 2.4?

Hi Linux bridge people,

I want to control ARPs emitted/received by my box.
I tried to use ebtables for that with 2.4.20, and that
seemed to be compiled and set up just fine. I disabled
ARPs by a rule in ebtables' OUTPUT chain.

But my box actually continued to emit ARPs
as evidenced by tcpdump. Ping from other box also
worked, I conclude ARPs hit the wire.

I am sorry but here I don't have exact ebtables
setup script, it's at home at the moment... will
post it from there this evening.

I'd be grateful if anyone will confirm that
it's possible to control ARPs in 2.4.x kernels.
