Reg ebtables --arp-ip-dst option

Hello,
      I am using the below option

ebtables -A FORWARD -i eth0 -p arp --arp-ip-dst 172.17.0.0/16 -j DROP

i.e I want to drop all arp traffic which uses IP destination in the subnet 
172.17.0.0

But when I use this option and capture the packets using "tcpdump -i 
eth0", I still see the arp packets not dropped by the kernel.

Please suggest me how to drop all such arp packets which have IP 
destiantion in the subnet 172.17.0.0/16.
