Kudos if you can write that in three days.

Does your code deal with multiple insertions and deletions before
commiting to the kernel? If you want your counters to stay correct, then
you need something like counterchanges.
Your implementation does look clean, so I'm sure it will be useful to
people who don't need the ebtables modules.

Feel free to further elaborate on the unstableness of the cvs.
